Restrictions are created when a neighborhood is developed to maintain property value.  The document literally restricts the subsequent owners of the property to certain codes for building and co-existing.  For example, restrictions would state that none of the houses in a neighborhood could be taller than three stories; or that livestock could not be kept in the back yard of a particular subdivision.
